    He has had several roles throughout the utility industry for over 30 years. His work has involved various aspects of energy generation, transmission and distribution in such roles as engineering technician, systems engineer, outage manager, direction and executive throughout the US and Canada. As President and CEO of Columbia Power Corporation, Frank was responsible for improving the existing generating assets greater than 98% available & reliable leading the Waneta Expansion 345 MW Hydro Station new construction – on time and on budget – and concluding the mandated Corporation restructuring. He also served as the Director of the DTE Energy Monroe Power Plant (3,400 MW - 4 Unit Station) for more than five years. While the Director at Monroe, Frank led the efforts to improve safety to less than 1.0% OSHA rate, increase plant reliability to (6.0% EFOR) while leading the corporation’s first continuous improvement / work management efforts with savings greater than $60 million a year.
